Building Capacity to Establish and Maintain Zambia’s ATT National Control List

The Small Arms Survey is the implementing partner for Zambia’s Building Capacity to Establish and Maintain Zambia’s National Control List project, which is funded by the Arms Trade Treaty Voluntary Trust Fund (ATT VTF). When the project was developed, Zambia did not have a national control list in place to cover all eight categories of conventional arms outlined in Article 2(1) of the ATT, or all related ammunition and parts and components as defined in Articles 3 and 4. Zambia therefore asked the Survey to help build capacity and provide technical knowledge to enable the country to adopt a national control list that complies with the relevant provisions contained in Article 5 of the ATT in terms of its scope and availability for states parties via the ATT Secretariat.
 
To achieve the project's goal, a workshop took place in Lusaka on 6–8 November 2019 to prepare a draft national control list of military goods. As a result of the workshop, a draft national control list is ready for adoption. A 'lessons learned' document is available to understand the process adopted to achieve the aim of the project. This document was made available during the February 2020 Preparatory Committee Meeting for the Sixth Conference of States Parties to the ATT (ATT CSP6).
